Pradhan Mantri Dakshta Aur Kushalta Sampann Hitgrahi (PM-DAKSH) Scheme
Empowering Marginalized Communities through Pradhan Mantri Dakshta Aur Kushalta Sampann Hitgrahi (PM-DAKSH) Scheme
In a country as diverse as India, with its myriad cultures, languages, and traditions, the socioeconomic landscape often presents a complex tapestry of opportunities and challenges. Amidst this complexity, certain segments of society find themselves marginalized, facing barriers to economic empowerment and social inclusion. To address these challenges, the Ministry of Social Justice and Empowerment introduced the Pradhan Mantri Dakshta Aur Kushalta Sampann Hitgrahi (PM-DAKSH) scheme. This initiative aims to uplift marginalized communities through skill development, offering them pathways to sustainable livelihoods and economic independence.
At its core, the PM-DAKSH scheme embodies a commitment to inclusivity and empowerment. It targets groups such as the Other Backward Classes (OBCs), Economically Backward Classes (EBCs), De-Notified, Nomadic, and Semi-Nomadic Tribes (DNTs), Scheduled Castes (SCs), and Safai Karamcharis (Sanitation workers), including Waste Pickers. These communities often face systemic barriers that impede their socioeconomic progress. By providing targeted skill training, PM-DAKSH seeks to break these barriers and pave the way for a brighter future for millions.
One of the key pillars of the PM-DAKSH scheme is its ambitious target of skilling around 2,71,000 individuals from marginalized communities over a span of five years, from 2021-22 to 2025-26. This target reflects a commitment to scale and impact, aiming to touch the lives of a significant number of beneficiaries. The scheme operates with a substantial budget outlay of ₹ 450.25 crore, underscoring the government’s commitment to invest in the empowerment of marginalized communities.
The allocation of funds under the PM-DAKSH Yojana demonstrates a steady increase over the years, signaling the government’s dedication to prioritizing skill development and empowerment. With ₹ 44.79 crore earmarked in 2020-21 and ₹ 79.48 crore in 2021-22, the scheme is well-supported financially, ensuring its effective implementation and reach to the intended beneficiaries.
At its heart, the PM-DAKSH scheme is driven by a set of clear and compelling objectives. Foremost among these is the goal of enhancing the skill levels of the target youth through both long-term and short-term skill development programs. By equipping them with relevant skills, the scheme aims to facilitate their integration into the workforce or enable them to pursue self-employment opportunities. This focus on skill enhancement is vital for unlocking the potential of marginalized communities and enabling them to contribute meaningfully to the economy.
The scope of the PM-DAKSH scheme extends beyond mere skill development; it envisions holistic empowerment that encompasses various facets of livelihood enhancement. For instance, artisans within the target groups are provided opportunities to enhance their revenue generation capacities within their respective vocations. By honing their skills and expanding their market access, artisans can elevate their economic status and secure better livelihoods for themselves and their families.
Moreover, the scheme prioritizes the empowerment of women, recognizing their pivotal role in driving socioeconomic progress. Women from marginalized communities are offered avenues to enter self-employment, thereby gaining financial independence while balancing their domestic responsibilities. This dual focus on economic empowerment and gender equality is a testament to the inclusive vision of the PM-DAKSH scheme, aiming to uplift entire communities by harnessing the potential of every individual.
The PM-DAKSH scheme operates through a multifaceted approach that combines skill development with employment and entrepreneurship opportunities. It offers a range of training programs tailored to the diverse needs and aspirations of the target groups, ensuring relevance and effectiveness. Whether through vocational training, entrepreneurship development, or job placement assistance, the scheme seeks to provide comprehensive support to beneficiaries, guiding them towards sustainable livelihoods and economic prosperity.
Central to the success of the PM-DAKSH scheme is its emphasis on partnership and collaboration. The Ministry of Social Justice and Empowerment collaborates with various stakeholders, including government agencies, non-profit organizations, and private sector partners, to leverage resources and expertise. This collaborative approach enhances the reach and impact of the scheme, fostering synergies that amplify its effectiveness in transforming the lives of marginalized communities.

As the PM-DAKSH scheme progresses, it is essential to monitor its outcomes and impact rigorously. Regular evaluations and assessments can provide valuable insights into the effectiveness of interventions, allowing for course corrections and refinements as needed. By maintaining a focus on results and accountability, the scheme can ensure that it delivers tangible benefits to its intended beneficiaries, thereby fulfilling its promise of empowerment and inclusion.
In conclusion, the Pradhan Mantri Dakshta Aur Kushalta Sampann Hitgrahi (PM-DAKSH) scheme stands as a beacon of hope for marginalized communities across India. By prioritizing skill development, employment generation, and entrepreneurship opportunities, the scheme offers a pathway to economic empowerment and social inclusion. With its ambitious targets, substantial budgetary allocation, and holistic approach, PM-DAKSH has the potential to catalyze transformative change, unlocking the untapped potential of millions and building a more inclusive and prosperous society for all.
